Tammy Morgan-Foglia
Tammy Morgan serves as a Director for the Placer Justice Foundation and currently chairs the organization’s Outreach Committee. In this role, she is committed to strengthening support for victims and survivors while expanding community awareness of the Foundation’s mission throughout Placer County. Tammy also participates in speaking engagements with community groups, the public, and legislators to help raise awareness about issues impacting victims and the justice system.
Tammy graduated from the University of California, Berkeley with a degree in Engineering and currently works as an analyst for Gap Inc., where she brings a data-driven and problem-solving approach to complex challenges.
Her commitment to justice advocacy is deeply personal. In 1993, Tammy’s brother was killed in a road rage incident, giving her firsthand insight into the criminal justice system and the lasting impact violent crime has on families. She has also navigated the challenges of supporting a son with substance use disorder, confronting systemic barriers in accessing treatment while working to ensure accountability and recovery.
Through these experiences, Tammy developed a strong desire to help improve systems that affect victims and families. She joined the Placer Justice Foundation board to contribute her perspective, advocate for those impacted by crime, and help build stronger resources and support networks for victims and survivors across Placer
County.
